Bio
Gabriella M. Racca is Full Professor of Administrative Law since 2006, and she currently teaches at the Department of Management of the University of Torino (Italy). She has been the Coordinator of the PhD Program in Law and Institutions at the University of Torino (2017 - 2020) and is currently member of its Scientific Committee. In 2019, as Member of the Board of the National Association of Italian Professors of Administrative law she has been one of the co-founder of the AIPDA National Coordination of PhD Students in Administrative Law, later dedicated to “Carla Barbati”.
She has been Deputy Dean of the Faculty of Economics (2005-2012) and Deputy Director of Research of the Department of Management at the University of Torino (2012-2017).
She actually is a member of the Steering Committee of the European Group for Public Administration (EGPA) and, since 2021, she is member of the Steering Committee of the Italian Section of International Institute of Administrative Sciences (IIAS) - Italy.
She coordinates the IUS Publicum Network Review (class A ranking), founded in 2011 by the Board of Directors of Die Verwaltung, Diritto amministrativo, Public Law, Revista de administración pública and Revue française de droit administratif, with the aim of following the evolution of Public and Administrative Law in each legal cultures.
She participates in many international research networks, including the Public Contracts in Legal Globalisation Network, the Venice Network on Smart Cities and Digital Administration, the Transnational Administrative Law Network, the Future of Administrative Law Network, and the European Procurement Law Group. Since 2024, she represents the University of Turin in the Italian National School of Administration (SNA), Piedmont Territorial Hub on “AI in Public Administration”.
She has been co-director with Prof. Christopher R. Yukins (George Washington University) of two research projects that both led to a publication, one on “Integrity and Efficiency in Sustainable Public Contracts. Balancing Corruption Concerns in Public Procurement Internationally”, published in Droit Administratif / Administrative Law Collection (Dir. by J. B. Auby), Bruylant, Bruxelles, 2014, and the second on “Joint Public Procurement and Innovation: lessons across borders”, published in Droit Administratif / Administrative Law Collection (Dir. by J.B. Auby), Bruxelles, Bruylant, 2019]. She is actually coordinating with C. Yukins a new research project that will lead to a third book, focused on the digital transformation of public procurement.
She has been Head of Research Units of several EU projects such as PPI2Innovate, CirPro, Finch and Healthy Ageing and Public Procurement of Innovation and Member of the Advisory Board of the EURIPHI project. She is currently Advisory Partner of the Interreg EU Project “Supporting the integration of New European Bauhaus values and principles into the regional planning processes” - NEBA (2024-2028) and partner of the Erasmus+ project "CitizenUnited" (2025-2028).
She collaborates internationally on many research topics on administrative law, especially on liability, digital transformation of public administrations, digitalisation of public procurement, innovation, integrity.
In 2023, she was one of the winners of the “TED Ambassador award”, EU competition for high quality research in the field of emerging Artificial Intelligence (AI) technologies in public procurement.
She is the Director of the Italian Master on Efficiency, Integrity and Innovation in Italian Public contracts (Master SEIIC), and she teaches in international Masters as the one in Public Procurement Management for sustainable development organized by the ITC-ILO and University of Torino.
