Bio Noemi Rossi is an Associate Professor of Business Administration and Public Management at Sapienza University of Rome, where she also directs the MAPA – Master in Management delle Pubbliche Amministrazioni (launching February 2026). She specializes in public-sector innovation, strategic management, and healthcare governance, combining academic leadership with over two decades of professional consulting experience.

Since 2021, Professor Rossi has served as Co-Chair of the Permanent Study Group “Administration, Diversity and Equal Treatment” of the European Group for Public Administration (EGPA – IIAS/IISA) and is currently a Member of the EGPA Steering Committee (2025–2028). She is actively engaged in international research and policy networks focused on advancing equity, modernization, and performance in public administration.

As Founder and Partner of MANO P.A. srl, she provides strategic and managerial consulting to public institutions and companies, with particular focus on regional and local government reform, financial management, and public–private partnerships. Since 2024, she has also served as Senior Consultant to the Italian Ministry of the Interior and the National Institute for Health Promotion of Migrant Populations (INMP).

Professor Rossi’s work bridges academia and practice, contributing to the modernization of Italy’s public administration and the professional development of civil servants across sectors.
