Sabine Kuhlmann

Bio
Sabine Kuhlmann has been Professor of Political Science, Public Administration and Organization at the University of Potsdam since 2013. From 2009 to 2023, she held the Professorship for Comparative Public Administration at the German University of Administrative Sciences in Speyer, and from 2019 to 2023 she served as Holder of the Hedda Andersson Chair at Lund University, Sweden. Since 2011, she has been Vice Chair of the National Regulatory Control Council of the German Federal Government. In 2024, she became Editor-in-Chief of the International Review of Administrative Sciences (IRAS).
She has held various leading roles within EGPA and IIAS, including Vice President of the European Group for Public Administration (EGPA), Vice President for Western Europe in IIAS, and Co-Chair of the EGPA Permanent Study Group on Regional and Local Governance.
Her research focuses on comparative public administration, digital transformation in PA, crisis governance, better regulation, and local government. A recent publication is Introduction to Comparative Public Administration (3rd updated and revised edition, 2025, Edward Elgar), co-authored with Hellmut Wollmann and Renate Reiter.
On 15 September 2025, Sabine Kuhlmann was elected President of EGPA for the 2025–2028 term.
