The International Institute of Administrative Sciences (IIAS) and the European Group for Public Administration (EGPA) are pleased to welcome Dr. Dmytro Panchuk, who will join the organisation as EGPA Executive Secretary in March 2026. With a strong academic background and extensive experience at the intersection of research, policy, and international cooperation, Dmytro brings valuable expertise to the IIAS Secretariat at a time of profound governance challenges in Europe and beyond.

From 2021 to the present, Dmytro has worked as a post-doctoral researcher and lecturer at the Department of Public Governance and Management, Ghent University. In 2017, he defended his PhD in Political Science at the Centre for EU Studies of the same university. He also holds a Master of Public Administration from Kansas State University and a Master of Arts in English and French Philology from Ostroh Academy.
Dmytro’s research interests lie at the intersection of European integration, democratic governance, and politics and society in Central and Eastern Europe. Drawing on both quantitative and qualitative methodologies, he has authored multiple academic and policy-focused publications on EU enlargement, capacity-building instruments such as Twinning, as well as security and governance reforms in accession countries. Dmytro’s cross-cultural teaching portfolio spans a wide range of Bachelor’s and Master’s level courses in disciplines such as comparative public administration, political science, EU foreign policy, and professional English. He regularly delivers guest lectures, contributes to thematic events, and provides expert commentary on related current affairs.
Between 2017 and 2020, Dmytro coordinated research and advocacy projects with the Alliance of Democracies Foundation and the Ukrainian World Congress Mission to International Organisations in Brussels. More recently, he has also been involved in the evaluation of Horizon Europe calls focusing on democracy and widening participation in the European Research Area.
As EGPA Executive Secretary, Dmytro will support the EGPA Steering Committee in strengthening EGPA’s network and study groups, contributing to the organisation of the annual conference, and advancing research in governance and public administration.

The International Institute of Administrative Sciences (IIAS) was pleased to welcome Professor Liu Hong, Director at the Nanyang Centre for Public Administration at Nanyang Technological University (NTU), Singapore, and Professor Shen Wei, from the School of Public Administration at Zhejiang University, to the IIAS office in Brussels on 5 June 2026.
The IIAS Director General, Dr. Sofiane Sahraoui, and Secretariat bid farewell to Herbert Baumgartner and Manuela Ernst, from the Austrian Court of Audit, who have served as external auditors of the Institute.
